The image You posted is a CG of the Y-20 potsed before we got the first true images of the real Y-20.

Even more I think they speak of a much smaller aircraft to be powered by only two engines as a possible Y-8/-9-successor ... and as far I as thought this would be the Y-30.

But the Y-9 is already larger than the C-130. To make any sense, the Y-19 would have to be a step larger than the Y-9. At 30 ton, the Y-19 payload would be about 50% larger than the C-130.

A transport for which turboprop as well as turbofan engines are considered is likely to have swept wings. I like turboprop aircraft with swept wings. Until now there has only be the Tu-95 family and, with but little sweep, An-70 and Airbus A-400M but the concept has more possibilities.

I guess Y-19 is something like J-13, 14, something was in a early conception phase and dropped. It is not an active project.

The earliest mentioning of Y-19 that I can find was in 2008 on sina which was depicted as what later became Y-20. Also most of the search results (Chinese forum posts) of Y-19 or 运19 from baidu.com claim sourced from American medias, typical export-reimport.

So I'd say, Y-19, what ever it might have been, is not an active project.

The XAC testing and development phase is over for the Y-20. So, what's next for the Y-20 ? PLAAF testing ? Small batch production ?
