Any idea why? Its odd that since the Y-20 is so close to production and service that both the chief designer and the engineer resign.
They resigned from the positions of "chief designer/engineer of AVIC", this does not mean they're resigning from the Y-20 project which is developed by the First Aircraft Institute and XAC under AVIC. Chief designer/engineer of AVIC are high-level management positions, stepping down from there suggests that they may have new things (new project?) to focus on.

And this programme moved very fast

Y-20 and Y-9 are fine aircraft

How many confirmed Y-20 prototypes have we seen, 3...? Does the low number suggests it's ready for production?

There are at least 4 maybe 5 prototypes and this plane has about 2 years and 10 months of flight testing. I don't know if that's enough for a plane of this type to go into pre production.

They resigned from the positions of "chief designer/engineer of AVIC", which was not the same as resigning from the Y-20 project, that's a fact based on what was said in the official statement. As for whether they're still leading the Y-20 project, or if they're switching to something different, that's only for speculation at this point, therefore I said "may".
