Dalian Global Unity Shipping, established in 1995, is an entity providing shipping service specifically for (north) Korea and other countries.

They surely have considered, the bank is Dandong government's bank who will not do business not in line with Beijing. The Shipping company is specifically setup for the purpose, an evidence of their (Chinese government) consideration.

This practice is not limited to NK, but also for trade with Iran and more.

By targeting these entities which have no interest in US business, I must say that the sanction is just a harmless show put up by Trump to demonstrate his toughness and doing things without meaningful consequence. I expect the Chinese MoF spoke person will routinely denounce the sanction, after that Trump and Xi will happily minding other businesses as usual.

China opposes the missile launch by the Democratic People's Republic of Korea (DPRK) in violation of UN Security Council resolutions, Foreign Ministry spokesperson Geng Shuang said Tuesday.

The Republic of Korea Joint Chiefs of Staff said in a statement Tuesday that the DPRK fired off a ballistic missile into its eastern waters from an area near Banghyeon, North Pyongan Province in the DPRK's northwest at around 9:40 a.m. local time (0040 GMT).

The DPRK declared later in the day that it has successfully launched an intercontinental ballistic missile, calling it a milestone in its missile development program.

"China urges the DPRK to refrain from acts that violate UN Security Council resolutions so as to create necessary conditions for resuming dialogue and negotiation," Geng said at a regular news briefing.

Given the complex and sensitive situation on the Korean Peninsula, China hopes all sides can exercise calm and restraint to ease tensions there and return to the right path of peaceful dialogue, the spokesperson said.

UN Security Council resolutions ban the DPRK from conducting any launches that use ballistic missile technology, nuclear tests or any other provocation.

China, Russia gravely concerned about Korean Peninsula, urge dialogue, dual-track approach

MOSCOW, July 4 (Xinhua) -- Chinese Foreign Minister Wang Yi and his Russian counterpart, Sergei Lavrov, said here Tuesday that the two nations are gravely concerned about Pyongyang's latest launch of a ballistic missile, urging dialogue and the China-proposed dual-track approach to cool down the current confrontations on the Korean Peninsula.

The Democratic People's Republic of Korea (DPRK) announced earlier Tuesday that it has launched a ballistic missile.

Noting that the firing is "unacceptable," Wang and Lavrov said in a joint statement that the move gravely violated relevant UN Security Council resolutions.

They urged the DPRK in strong terms to strictly abide by the aforementioned resolutions, saying the international community should take collective measures to settle the current crisis peacefully instead of pushing it to armed conflicts.

To prove their readiness for unconditional dialogue, the countries concerned should exert restraint rather than make provocations, said the two diplomats.

China and Russia suggested the Beijing-proposed dual-track approach of advancing denuclearization and establishing a peace mechanism in parallel.

Meanwhile, they also supported a suspension-for-suspension proposal that requires Pyongyang to suspend its nuclear and missile activities in exchange for the suspension of large-scale U.S.-South Korean military exercises.

China and Russia encouraged simultaneous negotiations among rival parties to map out general principles of their relations, including the non-use of force, non-aggression, peaceful coexistence, and the willingness to solve the Peninsula issues once and for all.

In this process, all parties concerned should be committed to establishing a regional peace and security mechanism that is acceptable for all, so as to achieve the normalization of relations between the countries concerned.

The UN Security Council resolutions should be fully implemented, said the two ministers, explaining that the DPRK's reasonable concerns should be respected, and other countries should make efforts to make the resumption of dialogues possible.

Military means should not become an option, said the two diplomats, adding that the two sides on the Peninsula should conduct dialogue and extend good will to improve bilateral relations.

Wang and Lavrov also pointed out that the alliance between the counties concerned should not jeopardize the interests of a third party, adding that any outsider should not increase its military deployment and presence in Northeast Asia under the excuse of opposing Pyongyang's nuclear and missile plans.

The two diplomats also reiterated their opposition of the installation of the U.S.-developed Terminal High Altitude Area Defense (THAAD) system in South Korea.

The system gravely harms the strategic security interests of China, Russia and other countries in the region, and will be unconducive to reach Peninsula denuclearization and regional peace and stability, said the two foreign ministers.

They urged the relative countries to annul the installation as early as possible.

The Peninsula situation is closely related to the national interests of China and Russia, both neighbors of the Peninsula, said Wang and Lavrov, vowing to keep close coordination to solve the Peninsula issues and achieve lasting peace and stability in Northeast Asia.

Chinese President Xi Jinping said here Thursday that China would like to join South Korea in returning bilateral ties to the track of healthy development.

He made the remarks while meeting with his South Korean counterpart Moon Jae-in ahead of a G20 summit to be held in the northern German port city of Hamburg.

Xi said China and South Korea, two geographically close nations, share interconnected cultures and notable complementary advantages, adding over the past 25 years since the establishment of diplomatic ties the two sides have realized a leapfrog development in their relations, which has benefited the two peoples greatly and contributed to regional peace, stability and prosperity.

He noted South Korea's positive willingness to improve bilateral ties by dispatching a delegation to attend the Belt and Road Forum for International Cooperation in Beijing this May, and sending an envoy to China to deliver a letter hand-written by President Moon, adding that he appreciated these moves.

"For a period of time, China-South Korea relationship has been facing difficulties, and we do not want to see that," he said.

Xi suggested that both sides revisit the experience and lessons accumulated over the years since the two countries forged their diplomatic relationship in 1992, and join hands to return bilateral ties back to the track of healthy development, saying it is a shared responsibility for both to preserve and develop their relationship.

"Our position to attach importance to South Korea and bilateral ties, as well as to be committed to fostering the friendship between the two countries has not changed," said the Chinese president.

He also urged Seoul to attend to China's major concerns and handle relevant issues properly so as to clear the obstacles for the development of bilateral ties.

For his part, Moon said South Korea highly values its relationship with China, adding that the two countries, which are important partners for cooperation, has a long-running history of exchanges, and share broad common interests.

He also said that since taking office, he has engaged in active interactions with China, noting that Seoul seeks to join Beijing in stepping up bilateral exchanges and cooperation at all levels and in every area so as to shape a strategic partnership for the two countries.

"I fully understand China's concerns and I intend to have in-depth communication with the Chinese side," he added.

On the situation in the Korean Peninsula, Xi said his country is committed to denuclearizing the Korean Peninsula, promoting peace and stability there, and settling the problem through dialogues and consultation.

He also proposed that all relevant sides should strictly stick to the related resolutions adopted by the UN Security Council, saying that China supports the new South Korean government's efforts to restart contact and dialogue with the Democratic People's Republic of Korea.

In response, Moon said his country agrees that the issue should be fixed via talks, adding that he is ready to work closely with China to deliver denuclearization in the peninsula and to maintain regional peace and stability.

China was and is ALWAYS ready, but has been waiting for SK to be ready since the beginning and probably will keep on waiting for a long time. Nothing changed really.

The article is a diplomatic piece. In diplomatic terms, a positive word can and very often mean opposite. If one says "our relationship can be further improved", he is actually saying "our relationship is bad". If one says "I am ready to meet you without any condition", he is actually saying "I have grabbed what I wanted from you, I will meet you on the condition that you stop complaining about it."

This article is saying "I am ready, are you?"

China: Korean Peninsula Crisis Is Not Our Responsibility
China welcomes South Korea’s grand proposal to solve the North Korea issue.

Since North Korea successfully launched an intercontinental ballistic missile (ICBM) on July 4, the Korean Peninsula crisis has reached a tipping point. On July 6, newly elected South Korean President Moon Jae-in proposed his grand strategy of solving the crisis. In return, China welcomed his proposal and encouraged the international community’s support. On July 11, China emphasized that Korean Peninsula crisis is not China’s responsibility.

President Moon Jae-in made his important speech on North Korea in Berlin, Germany upon the invitation of the Körber Foundation. The grand strategy is the first detailed proposal made by Moon with specific suggestions. He argued that South Korea “must sit in the driver’s seat and lead Korean Peninsula-related issues” based on cooperation with its neighbor countries. His fundamental proposals could be summarized in two parts.

First, South Korea is only pursuing peace and will guarantee the security of the North Korean regime as long as North Korea completely dismantles its nuclear program. By emphasizing that “we do not wish for North Korea’s collapse, and will not work toward any kind of unification through absorption,” Moon urged North Korea to “come out to the forum of bilateral and multilateral dialogue on denuclearization.”

Second, Moon offered North Korea a bright economic future by including North Korea into “a new economic map on the Korean Peninsula.” Other than economic connections, Moon also requested that North Korea restart nonpolitical exchange and cooperation projects, such as allowing family reunions and private sector investment.

In terms of South Korea’s leading role, Moon said “Chinese President Xi Jinping and I also reached a consensus on this matter.”

In the regular press conference on July 10, Chinese Foreign Ministry Spokesperson Geng Shuang immediately welcomed Moon’s initiation. Geng said, “China firmly support the two sides of the peninsula to improve the relations through dialogue and hopes the two sides could both express good will.” Also, Geng encouraged the international community’s understanding and support toward Moon’s “constructive effort.”

If Geng’s reply on July 10 was still quite reserved and cautious, his wording on the regular press conference on July 11 is absolutely strong and even aggressive.

He demanded that the “China responsibility theory” must stop:

As we said repeatedly, the crux of the Korean nuclear issue rests on the conflict between the DPRK and the U.S. and it is in essence a security issue. The Chinese side is neither the focal point of the conflict of the Korean nuclear issue nor the catalyzer for escalation of tensions at present, and it does not hold the key to solving the Korean Peninsula nuclear issue.

Then Geng sharply criticized “certain people” without naming a specific person or country:

In recent days, certain people have been exaggerating and playing up the so-called “China responsibility” theory. Those people have either failed to grasp the Korean Peninsula nuclear issue comprehensively and accurately, or done this out of ulterior motives with an attempt to shirk responsibility.

Geng accused those “certain people” of “kicking down the ladder” and “stabbing in other’s back”:

If when China is busy putting out a fire while someone pours fuel on it, when China is faithfully following through on Security Council’s resolutions while someone attempts to infringe upon China’s legitimate rights and interests, and when China is working vigorously to advance the denuclearization of the Korean Peninsula while someone seeks excuse to endanger China’s security interests, then how can China’s efforts work out as expected? How can the situation be eased? And how can the Korean Peninsula nuclear issue be resolved?

Given that South Korea has offered to “sit in the driver’s seat” and play the leading role, it is undoubtedly a great relief for China, at least temporarily.

Essentially president Moon has turned the SK's policy back to the "sunshine policy" conducted by his mentor, ex-president Roh Moo-hyun, after 16 years of confrontational posture by the two successive SK presidents, Lee Myung-bak and Park Geun-hye.

Unfortunately, due to the nature of democracy (policy swing) and the present of US troops, how far SK can go and deliver along this policy is uncertain. It is a very difficult journey but a hopeful journey good for SK and her neighbors. I wish him good luck.

On the bright side, I do believe president Moon have a better chance than his mentor because for one thing, China is much more able and capable in offering support and backing to Moon's initiative than 16 years ago to Roh, in terms economical and security. The recent "economical punishment" also serves a good warning to SK's domestic anti-China, anti-NK and anti-reconciliation factions represented by Lee and Park. This "punishment" was not available 16 years ago when SK was much less relying on Chinese market, nor was China able to take the blowback cost of such "punishment". Back then, Roh was on his own, a tragic hero who was back-stabbed by factions in SK for approaching Koreans on the other side of 38 line.
