I think this timeline is actually coincidence and not caused by Tillerson's offer because it was recanted almost as quickly as it was given. Tillerson actually didn't have Pentagon approval to make that offer so the Pentagon yanked his lease in for saying that (

You mean the White House, not the Pentagon.

Tillerson is higher ranking than Mattis, so Tillerson doesn't need Pentagon's approval to make any offer, since Secretary of State is the highest ranking foreign diplomat, and State Department is in charge of all US foreign affairs. Pentagon has no authority or jurisdiction in foreign affairs.

Trump may be playing a "Good cop, bad cop" strategy, mimicking Pres. Nixon and Kissinger's "Good copy, bad copy" strategy which part of Nixon's Madman strategy to appear reckless enough to initiate war, but with Kissinger acting as a rationale "adult" to offer a face-saving exit.

Or, the more plausible reason is that Trump inadvertently undermined his own Secretary of State through a brain fart tweet that was not vetted by any of his advisers. Trump doesn't actually have a grand strategy on Korea, but uses his tweets to appeal to his domestic fanbase who likes a Macho-man ego.


Also, NK accidentally blew up their own junk once (AKA self-nuked) so that could also lead to a stall in their tests. (

The article you quoted says it was missile test from April 28, 2017 launch that blew up.

This failed (self-nuked) April 28th test did not lead to any meaningful delay in NK missile testing and development.

Even the Americans are confused by what Trump's strategy on NK really is. Hint: Trump admin is in such massive internal disarray, his NK foreign policy is virtually unintelligible.

If you are trying to figure out what our policy on North Korea is, and what our position on talks actually is, you’re going to have your hands full. The president has boasted about a nonexistent nuclear button and ridiculed Secretary of State Rex Tillerson for trying diplomacy. Tillerson has consistently said he’ll talk anytime, anyplace. U.S. Ambassador to the United Nations Nikki Haley has said North Korea has to agree to stop its program before sitting down with us.

Then in the past month things got really confusing.

On Feb. 6, State Department spokeswoman Heather Nauert said flat-out, “We have no plans to meet with North Korea during the Olympics or after the Olympics. We have no plans to do so.”

Vice President Pence departed for a five-day, two-country swing through Asia earlier this month having agreed to a secret meeting with North Korean officials while in South Korea at the 2018 Winter Olympic Games.

But on Feb. 10, less than two hours before Pence and his team were to meet with Kim Yo Jong, the younger sister of North Korean leader Kim Jong Un, and Kim Yong Nam, North Korea’s nominal head of state, the North Koreans pulled out of the scheduled meeting, according to Pence’s office.

The North Korean decision to withdraw from the meeting came after Pence used his trip to denounce the North’s nuclear ambitions and announce the “toughest and most aggressive” sanctions yet against the regime, while also taking steps to further solidify the U.S. alliance with Japan and South Korea.

Got that? Try to figure out what preconditions, if any, we have for talking to the North Koreans. See if you can sync Trump’s tough language with an offer of an, unprecedented, extremely high-level talk with the vice president (which would surely have been a PR coup) apparently for nothing in return. I asked several outside foreign policy gurus from both Democratic and Republican administrations how to explain all this — what’s our policy supposed to be? One said, “This administration is in such internal disarray, I wonder if there’s an actual answer to your question.” Another observed, “I don’t understand anything they are doing.” A third observed, “The real answer is that the Trump administration doesn’t know what it’s doing on North Korea, and it’s showing.”

Now, if our own people cannot figure out what we are trying to accomplish and how we are going to get there, how do we think the South Koreans, the Japanese or, for that matter, the North Koreans will? As with so much else in this administration, the combination of a president devoid of policy expertise and prone to outbursts, plus a cacophony of voices in the national security realm, render our “policy” unintelligible.

A high-ranking DPRK delegation showed readiness to talk with the United States when meeting with Republic of Korea (ROK) President Moon Jae-in Sunday in PyeongChang, saying Pyongyang was willing to hold talks with Washington, and held that inter-Korean relations and DPRK-U.S. ties should progress together.

Regarding the reports, Foreign Ministry spokesman Lu Kang said at a daily news briefing that China welcomes the progress the DPRK and ROK have made in carrying out dialogue and improving relations.

"The core of the Korean Peninsula nuclear issue is a security issue," Lu said, adding settlement of the core issue relies on the DPRK and the United States.

When asked for comment on the news that the DPRK and ROK may discuss resuming regular reunions of families separated by the 1950-53 Korean War, Lu said, "For both countries in the region and the international community, it will be one thing that makes them pleased if the DPRK and ROK hold family reunions once again."

"It is encouraging that the two sides have released a series of positive signals recently in improving their relationship," Lu said.

China hopes the two sides will seize the opportunity, continue to show goodwill toward each other, and maintain the momentum of cooperation and dialogue, Lu said, adding both sides should make concrete efforts to further improve their relationship, ease regional situation and maintain peace and stability on the Korean Peninsula.

They will also discuss how to create conditions for dialogue between the DPRK and the Untied States, after the DPRK announced readiness to hold dialogue with Washington.

POST-PYEONGCHANG INTER-KOREAN PEACE PROCESS

While the PyeongChang Winter Olympics had resulted in significant improvement of inter-Korean relations, it remains to be seen whether the momentum of the peace process can be maintained.

Both the DPRK and South Korea have shown great enthusiasm and sincerity in improving relations and attaining reconciliation in the past two months.

Many have expected that a "Korean Spring" will follow after the winter games.

DPRK official media have hailed it as "hard-won achievement" made by the two sides so far in creating a good atmosphere for improving bilateral ties, but warned against any move which could derail the process, such as a resumption of U.S.-South Korean joint military drills.

Pyongyang reaffirmed on Saturday that bilateral talks with Washington are possible and Pyongyang prioritizes diplomatic and peaceful means to solve the conflict with the United States rather than military confrontation.

A spokesman for the Ministry of Foreign Affairs of the DPRK said the dialogue the DPRK wants is one "designed to discuss and resolve the issue of mutual concern on an equal footing between states."

The overture of talks by the DPRK is welcomed as a significant step forward as dialogue will dramatically change the situation on the peninsula and even regional geopolitics.

TRILATERAL TALKS IN SIGHT?

Up to now, the United States has insisted that it will keep watching if the DPRK has intention to abandon nuclear weapons and missiles.

But mixed message emerged during the Winter Olympics indicating that Washington did not rule out dialogue with the DPRK in the near future and was keeping diplomatic channels open.

U.S. media reported that the DPRK cancelled at the last minute a meeting with the U.S. side during the opening ceremony of the winter games on Feb. 9, since Pyongyang was angry about the U.S. decision to keep maximum pressure through sanctions on it.

The DPRK has not responded to the report, but has claimed that the United States has itself "knocked on the door" for dialogue.

After their visit to Pyongyang in the coming days, the South Korean envoys will also travel to the United States to brief American officials of the results of their Pyongyang trip.

U.S. URGED TO SEIZE CHANCE FOR PEACE

Many members of the international community expect the DPRK and the United States to start dialogue as soon as possible amid a warmer atmosphere on the Korean peninsula.

At the Munich security conference last month, a senior Chinese official called on the United States to seize this peace-opportunity by opening diplomatic communications with the DPRK.

Fu Ying, a veteran Chinese diplomat and chairperson of the foreign affairs committee of the National People's Congress, said that the crux of the Korean Peninsula issue is security, which can only be tackled through talks by Washington and Pyongyang.

Whether the inter-Korean rapprochement could evolve into a trilateral interaction involving the United States is being closely watched.

The United States plans to press ahead with potentially provocative joint military exercises with the Republic of Korea (ROK), a senior administration official said on Tuesday, despite a possible diplomatic breakthrough with Pyongyang.

"After the Olympics and Paralympics, it is only natural that our routine defensive exercises will resume," the official said on condition of anonymity.

Washington had agreed to delay the massive joint "Foal Eagle" exercise until after the ROK-hosted Olympic Games, which end on March 18.

According to a source familiar with the matter, the new target date for the exercise is mid-May, after a planned summit between the ROK and the Democratic People's Republic of Korea (DPRK) – which has long sought to stop the maneuvers, claiming they are threatening.

Trump declined to say whether he had any preconditions for talks with Pyongyang. "I don't want to talk about it. We're going to see what happens," he told reporters.

He said that the US had "come a long way, at least rhetorically" with the DPRK and "statements coming out of South Korea (ROK) and North Korea (DPRK) have been very positive."

Nevertheless, US Vice President Mike Pence said the United States would continue to apply "maximum pressure" on Pyongyang and that all options were "on the table" until Washington sees evidence that the DPRK is taking steps toward denuclearization.

Commenting on the outcomes of the intra-Korean talks, Chinese Foreign Ministry spokesman Geng Shuang called on the DPRK and the ROK to "earnestly implement the relevant consensus" and make further efforts to advance reconciliation and cooperation.

"We hope that all relevant parties can seize the current opportunity, work towards a shared goal and make concerted efforts to promote the process of denuclearization of the Peninsula and politically resolving the Korean Peninsula issue," he said on Tuesday.

I was watching an early morning cable news show and they were talking about how China is against the potential upcoming summit between Trump and Kim Jong Un because Beijing had no part in making it happen. At the same time on the news crawl at the bottom of the screen it says Trump thanks Xi for helping push North Korea into a summit with the US.

If any other country committed that contradiction, they would be labelled evil by the US media.

Were you watching CNN, or Fox or CNBC or any other major propaganda network where "news" are called stories... By definition, a story is something you tell people with or without hints of truth. You know like red riding hood. As we are there to liberate Iraq from their oil and bring democracy to our weapons dealers.
