I think Yaogan-30x are for wiretapping just as the government said "electromagnetic experiment". The optical job is for Jilin-xx. By 2020, Jilin satellites are to be numbered 60 providing 20 minutes revisit anywhere in the world, and 2030 to number 138 providing 10 minutes revisit. Jilin satellites can track a moving car on the ground or a recreational yacht in the sea, so no need for duplicating the job.
