Yes China must spend all the money on OBOR giving handouts to poor people and not on infrastructure where countries can grow to take care of themselves. I read an article a couple months back that called for India not to follow China's path on investing in infrastructure. If investing in infrastructure is seen as a Chinese thing and therefore bad so don't do it, India is doomed.
It's obvious that the US is trying to manipulate poor people in other countries to revolt against OBOR. Arab Spring anyone? The US has been throwing out propaganda to the developing world that getting loans from China comes with dire strings attached contradicting what they tell developed countries warning them not to join AIIB because China doesn't impose a lot of conditions to countries that want loans.

Voice of America is and has always been an American government propaganda tool, almost certainly masterminded out of some basement in Langley.

It's more relevant it's coming from the VOA. The US doesn't lie... I like to point out the contradictions of their own propaganda. Using their own words is the best weapon to counter their propaganda more so since the VOA is a government mouthpiece like how they have a problem with the Global Times being a tool of the government. What is one to say to counter their own words. Charge it's a lie and therefore admit they lie? Look at Trump. His lies are making traditional allies to the US think twice.
