In a broad series of increased spending commitments, China said it would raise military spending by 10.7 percent this year to 740.6 billion yuan, building on a nearly unbroken series of double-digit rises in the defence budget over two decades.

the interesting thing is the domestic security spending is higher than the defence budget.

you mean PAP + Police > PLA (Budget) ?

i would not be suprised, actually for any country. Since police forces generally both out number mlitary forces are have higher wages as well. As much as we love all the military toys, most of the expense in the boring stuff salaries and pension.

(most western country hace the police department paid by local taxes and budget, so the expenses are hidden. however, for.china the entire police force is under ministry of.public security and budgeted accordingly.) I believe firefighters are covered under ministry of public security as well, but needs to check.

Firefighters in China are part of the PAP, so their wages are covered under PAP budget too. When firefighters are off duty, they wear identical uniform (olive) to other PAP members.

The number here is wrong it's 720,2 billion yuan or 115,7 billion dollars at current exchange rate. I'm disappointed that China hasn't announce any troop reduction. The 2,3 million man military should be cut down to 2 million in my view.

The defense budget might have went up in absolute terms compared to last year but as a percentage of GDP it stayed the same at 1.3%.

Probably because China needs every troops they got for border security and such. It's getting a little hairy over in Myanmar with their different fracture groups fighting the government near the border.

To put things in perspective, China really under invested in the military in the 80s and 90s. Only recently it was caught up to world standard in terms of capabilities.

I actually think we will see increase of troops in air force and especially the navy from current levels. Land army might then see some shrinking, but overall PLA personell numbers may remain the same.

With a projected 11% of growth combining both inflation and actual increase (which may be unrealistic, i know) PLA defense budget may reach 200 million then-year dollars in 2019. 300 million then-year dollars may be reached by 2023, though, again, i am aware of how unrealistic it may be that defense budget will keep growing over 10% for the next decade or two. 500 might be reached already by 2027., 700 million in 2030., 900 million in 2033. etc...

What's more need to structural change to its officer corps.

The first thing to go should be the entertainment corps, it's just not right for some to a) sings and dances his/her way into the rank of a general. b) making millions releasing commercial CD and appear on TV program while in commission. To entertain troops, PLA should just hire civilians to get the job done. They must be inside the government, at least transfer them to either Propaganda Department or State Media branches (like CCTV) rather than stay inside the military.

The second things needs to go is the political commissar system. The job performed by political commissars should really to be perform by MPs, NCOs and Warrant officers. But then, this is related to the bigger issue of party direct control of the military or state direct control of the military. Which would probably not be resolved in this administration or next. Let's just hope the political commissar wouldn't mess up and politicize the operational command too much.

Unless China start doing overseas deployments or involved in foreign conflicts, I would expect that defense spending to slow down to near inflation level in 10 years. Simply because there is only so many things you can spent on while in a de-mobilized state.
