First graph shows level of intelligence of munitions vs costs required to destroy target for unguided ground fire, rockets with some guidance and guided missiles.

Second graph shows the engagement range zone for the same three types of munitions.

The abstract and all the figures are in English. All you needed really, the paper didn't go into much details, just goes on and on about that the system will be more cost effective than traditional SAMs and how it is the current international trend.

correct me if I'm wrong. this is not really about Chinese "Iron Dome", which is a missile system designed to shoot down rockets. The Chinese equivalent of "Iron Dome" is license produced Tor missile system.
This paper is talking about using cheap rockets with simplified guidance system in AA role. no?

China does not yet have an "Iron Dome" equivalent in service that can parallel the roles and uses of such a missile. There is no need for China to do so urgently as there are no short range rocket threats facing the country. HQ-16 fits a different role. The closest equivalent would most likely be the new FK-1000.

True, but it doesn't hurt to develop a system that's for export.

Iron Dome would be nice to deal with errant DPRK and Taiwanese long range rockets.

I remembered a few years back they were experimenting with using multi-barreled rockets on ship for shore bombardments but find them not accurate enough on the platform. I think maybe if they could have simple inexpensive guidance adopted for those ground attack role rockets it could become viable.
