Baiscally, Haixun-31 and Haixun-11 are doing patrol in South China sea. 5000 ton patrol boat design have started.
China Maritime Safety Administration finished its first combined patrolling exercise in south sea on May 10th after 9 days, 199 patrol hour and 1800 nm of patrolling. Haixun-31 and 11 were there. These are two of their largest patrol vessels.
The part on the bottom talks about designing the 5000 tonne patrol boat.

I've read articles suggesting that Malaysian/Vietnamese gunboats opened fire on Chinese sailing vessels near the Paracel Islands. If true this could justify the deployment of patrol vessels in the Southern Seas. Has anyone heard about such news or is it just sensationalistic Fengqing news?

The China Malayisan incident happened about 3 months ago near the Swiftlet Reef aka Layang-Layang isand. The China MSA ship, I think was Haixun 31 was sailing within eye sight of the isand and was intercepted by a 200 ton Malaysian patrol gun boat.
There was no firing of any weapon. Haixun 31 proceeded to James Reef and was escorted by the patrol gun boat, and later an unidentified Malaysian navy boat that stay at far diatnace away, and a BeechKing marineitime patrol aircraft from Malaysia was sent to the area and overflew the Chinese boat.

Haijian-15 under construction in Wuhan (wuchang shipyard) beside the new submarine. According to this block,
It's supposed to be delivered around the new years and started construction in July of last year. It's displacement is 1740 tons.

Talking about new cutters being developed by 701 institute are 600 ton and 1700 ton designs. The link below talks about Haijian 9012, which is 600 ton design, being built for Shenzhen as one of the ships being built.
It says that 701 institute offered with 4 designs to State Oceanic Administration: 300 ton class, 600 ton class, 1000 ton class and 1700 ton class. At the end, SOA chose the last 3 classes. 701 was invited to make a bid. In the end, 701 won the design for 600 ton class and 1700 ton class. I believe 1700 ton class is the one under construction in Wuchang right now. 701 also won the designs for the 2300 ton class cutter for the Yuzheng series and 5500 ton class cutter is for the Shanghai customs bureau.
YuZheng-310 is going to patrol South China Sea. This is China's most advanced fishery ship. It is 2500 ton in displacement, 108 m long, 14 m wide, has range of 6000 nm and can patrol for 60 nights. It can reach a maximum of 22 knots and carry 1 Z-9A helicopter. It is equiped with modern wide band satellite communicaiton system, EO tracking system, IR and UV detector.
