Chile set to choose from four bids for Type 23 upgrade

Rival combat system integrators bidding to upgrade the Chilean Navy's three Type 23 frigates have presented the service with combat system modernisation solutions using either the Israel Aerospace Industries (IAI) Barak-8 or the MBDA Sea Ceptor anti-air guided weapon systems, IHS Jane's has learned.

A third missile option - in the form of the Raytheon RIM-162 Evolved SeaSparrow Missile (ESSM) - appears to have dropped out of contention despite the US government approving a prospective sale.

BAE Systems (teamed with QinetiQ), IAI's MBT Division, Lockheed Martin Canada, and Thales Nederland are vying to modernise the three former UK Royal Navy (RN) ships Almirante Cochrane (ex-HMS Norfolk ), Almirante Condell (ex-HMS Marlborough ), and Almirante Lynch (ex-HMS Grafton ). The four companies were shortlisted in 2015 to bid for the upgrade or replacement of the ships' combat management system (CMS) and surveillance/target indication radar, and the replacement of the GWS 26 Mod 1 VL Seawolf command-to-line-of-sight point-defence missile system with an active radar or semi-active radar guided weapon system.

A formal request for proposals was released in mid-March, with responses submitted in early July. A decision on the preferred supplier is expected during the fourth quarter of 2016.

BAE Systems' proposal effectively mirrors the upgrade being introduced to RN service under the Type 23 Capability Sustainment Programme (CSP), encompassing the Outfit DNA(2) CMS (replacing the legacy Outfit DNA[1]), the ARTISAN 3D (RN designation Radar Type 997) medium-range radar (replacing Radar Type 996), and the MBDA Sea Ceptor local area anti-air weapon system. Sea Ceptor is founded on MBDA's new 'soft-launch' Common Anti-Air Modular Missile, which uses active radar homing (supported by mid-course guidance updates) to deliver an all-weather engagement capability.

MBDA argues that selection of Sea Ceptor would enable the Chilean Navy to maintain commonality with the RN. Furthermore, the ship installation would be de-risked by the prior RN Type 23 retrofits; Sea Ceptor is being introduced on board the RN's 13 remaining Type 23 frigates, replacing GWS 26 Mod 1, with HMS Argyll the first ship to receive the system.

I think since they were Royal Navy ships, I would go with the ARTISAN 3D radarand the MBDA Sea Ceptor missile solution from the UK.

Israel would do a great job...but they would not have as much experience integrating into the Royal Navy systems.

...and the Artisan and Sea Cepter combination will be a great system.

In honor of Army Day was first publicly demonstrated a prototype of the new version of the upgraded tank 2IP TAM (TAM 2C is also used IP designation), equipped with enhanced protection.

The only problem is that the upgrade cost more than the original tank. $US1.5 million

Russian Helicopters win tender to supply aviation inventory for Peruvian Mi-8/17s

Russian Helicopters won yet another tender to supply aviation inventory for the Mi-8/17 helicopters belonging to the Air Force of Peru. The contract is expected to be signed in September 2016. Deliveries will take place early 2017.

“The victory in yet another Peruvian tender by Russian Helicopters proves that more and more operators choose to buy spare parts and components directly from the helicopter manufacturer. It helps to combat the use of counterfeit spare parts in helicopter repairs, to keep the operator’s fleet in continuous readiness and it boosts flight safety. That’s why we consider this to be a breakthrough in the Peruvian market in terms of aftersales services,” said Igor Chechikov, Russian Helicopters Deputy CEO for Aftersales Service.

Russian Helicopters concluded the first firm orders with Peru to supply aviation inventory for the Mi-35 helicopters in July 2016.

The fleet of Russian-made helicopters in Peru is one of the biggest in the Western Hemisphere. The Mi-8/17 and Mi-24/35 helicopters owned by the Peruvian Air Force provide transportation and fire support for the government forces fighting against drug trafficking and illegal mining operations.

The Peruvian side plans to have a number of additional tenders before the end of 2016, in which Russian Helicopters are planning to participate.

Argentina negotiates with France for Mirage aircraft

Argentina is in talks with France over the possible purchase of F-1 Mirage combat aircraft.

PARIS, June 17 (UPI) -- Argentina is reportedly negotiating with France to purchase F-1 Mirage fighter aircraft.

The talks also involve the possible purchase of engines to power 20 Argentinian Pucaras aircraft that are currently grounded.

during a visit to France. "The Argentine Air Force cannot do without supersonic aircraft. Our pilots must be able to train in modern aircraft."

Martinez declined to detail the financial details of a possible deal since "negotiations are not finished," the newspaper said.

He acknowledged that the United States has offered to sell Argentina F-16 fighter fighters but the Mirage would better fulfill the needs of the country.

"The operating cost of the F-16 makes them almost prohibitively expensive," he said.

Argentina had previously been in talks with Israel for their Kfir fighter.

The Defense minister was in Paris to attend the Eurostatory 2016 defense exhibition and also met with his French counterpart.
