Brazilian Army approves IA2 as standard rifle
Victor Barreira, Istanbul - IHS Jane's Defence Weekly
07 September 2015

The Brazilian Army approved the IA2 5.56x45 mm assault rifle, developed by state-owned Indústria de Material Bélico do Brasil (IMBEL), as the service's new standard rifle.

The decision was approved on 27 August and officially announced on 4 September in the army's bulletin. The rifle will now progressively replace IMBEL's M964 FAL and M964A1 MD1 (also known as PARAFAL) 7.62x51 mm rifles.

The IA2 is a gas-operated compact weapon constructed mainly with polymers. It weighs 3.6 kg and is 850 mm long (including a 33 cm barrel) and has a conventional piston/multi-lug rotary bolt system, with semi-automatic and full-automatic modes and a 750 rounds-per-minute firing rate.

The weapon has a 30-round magazine, pistol grip, foldable buttstock, flash suppressor that can be used to launch rifle grenades, rear and front sights, and handguard with MIL-STD-1913 Picatinny rails to mount an array of accessories.

IA2s come in different versions for different applications and IMBEL also offers a 7.62x51 mm variant.

In 2013 the army adopted the FN Herstal MINIMI (Mini Mitrailleuse) 5.56x45 mm series as its standard light machine gun, replacing the IMBEL M964 FAP (Fuzil Automático Pesado) 7.62x51 mm.

Serious military crisis in Brazil after signing a decree that limits the power of military commanders

r6DKxq0.jpg

(Defensa.com) The signing by President Dilma Rousseff of Decree 8515, apparently forgotten in a drawer of the Civil House of the Presidency for over three years, the powers of the military leaders are limited by delegating the authority of the Minister of Defense's signature events related to the military, as the transfer or retirement of higher-paid, intermediate and secondary officers, officials move to reform active and reserve, promotions and until the appointment of military chaplains, among other possibilities, it has caused tension within the armed forces.

So far, these acts have been signed by military commanders, receiving the Brazilian military leadership with "surprise", "strange" and "distrust" the signing of the decree published in the Official Gazette last Friday, without having been previously informed . Further, the incident occurred during the interim of the Commander in Chief of the Navy, Admiral Eduardo Bacellar Leal Ferreira, the head of the Ministry of Defense -Jaques Wagner-out of the country, which caused a huge upset in the naval chief, I was not aware of its existence and whose digital signature was used without his consent to sign the decree.

The National Congress, accused the Executive to use the standard to make way for the ideological government interference in the formation of the military, as it also repeals Decree 62104, delegating powers to the commanders to approve the regulations of schools, training centers and military development. The Civil House of the Presidency for its part reported that shipping firm decree to President Dilma met a request from the Secretary General of the Ministry of Defense, Eva Maria Chiavon, from the radical wing of the ruling party, the wife of one of the the self-styled leaders of the Landless Movement, Francisco Chiavon, which asked that it be signed before September 7, National Day of Brazil.

The Defense Minister Jaques Wagner, who was in China when the decree was issued, also was surprised with such publication during his absence from the country, which took place without the military leadership was even informed. A few hours later, during the traditional parade of Independence Day in Brasilia, both on arrival and departure of the president they were not exhausted the usual honors from military commanders, who remained distant, beside the rest of the authorities, except for hostesses and heads of the Presidential Guard, during the course of the ceremony, which Rousseff withdrew minutes before the passage of the Escuadrilha da Fumaça, amid opposition demonstrations.

Looking for a solution
To try to solve the problem almost in extremis, the Wagner minister signed an interpretive or regulatory decree (less legal weight) to return to the holders of the Army, Navy and Air Force the power to issue related to military personnel actions. Dilma Rousseff Although initially refused to revoke the previous decree, arguing that it would cause a huge wear his government, already seriously affected by growing instability and unpopularity, finally he accepted the alternative.

The theme broadly worried the military leaders, who moved their dissatisfaction to the minister himself, which adds to the discontent caused by growing and Wagner numerous tasks assigned by the General Secretary of the Ministry, Eva Chiavon, that just forcing commanders have to report it to discuss very sensitive issues in their respective areas, where usually there was a direct channel with the defense minister.

If not resolved this crisis, some of the military leaders would have resigned, if not all, because in Brazil, as in Chile, the Armed Forces have been more showers and popularly supported when put limits on anti constant political escalation military force in the Southern Cone countries in the last twelve years, most notably in Argentina and Uruguay, which also leads to budgetary and social level later. In Brazil coexist within the block gubernista trends that go towards a successful coexistence with other uniformed frankly interventionist, these much greater weight and influence in neighboring countries.

The Brazilian Navy confirmed on September 9 2015 the purchase of former French Navy Foudre class LPD Siroco. The amphibious vessel will be renamed Bahia with hull number G40 and classified as “Navio Doca Multipropósito” or multipurpose amphibious vessel.
This LPD is relatively new. It was commissioned in late 1998, only 17 years ago.

It can carry up to four helos and has a hanger, and it can carry up to eight LCU type vessels in its well deck.

Crew of 160, it can carry up to 800 troops, but 400-500 is a more realistic number.

Great capability for Brazil.

The Gripen program formally begins in Brazil

HdpihjQ.jpg

(Defensa.com) Two recent milestones demonstrate the effective start of the Gripen NG program in Brazil. First the Swedish manufacturer Saab has announced that they have met all the conditions required to complete the contract to supply 36 Gripen NG fighter jets to Brazil for an amount of 4,700 million. Also they take effect from now on all industrial cooperation agreements reached by the Brazilian companies with Saab, including technology transfers.

While this news may seem obvious, for the Swedish manufacturer has not until now that the planes are considered charged after the official announcement of the contract with the Brazilian government was in October last year and earlier, in December 2013, it was announced that Saab had been chosen as winner of the FX-2 program. From now the real work must begin to materialize with the delivery of the aircraft between 2019 and 2024.

The other important news is the completion of the investigations that Brazilian prosecutors had begun about a possible case of corruption in the selection process of the Swedish aircraft, after considering that there is insufficient evidence to continue with it. The prosecutor's investigation began in April and had focused on some form of compensation to soldiers of the Brazilian Air Force that would have ensured that their children were recruited by AEL Systems, one of the national contractors Gripen NG program.

Brazilian Navy completes first phase of S-BR1 submarine construction

The Brazilian Navy has achieved a significant milestone in the Prosub submarine development programme after Nuclebrás Heavy Equipment delivered the final section of the pressure hull of the first conventional submarine (S-BR1).
Itaguaí Construção Naval (ICN) received the pressure hull, marking the completion of the first phase of construction of the submarine, Riachuelo.
Composed of structurally reinforced cylindrical sections, the pressure hull will withstand the maximum operating pressure of the submarine.
With this delivery, all sections of the pressure hull will now move to the next phase of equipment and systems installation.
In 2008, Brazil and France signed a $4.25bn contract for the construction of four enlarged Scorpene-class S-BR submarines, which is jointly designed by Spain's Navantia and DCNS.

The submarines under this programme will be developed to meet particular specifications of the Brazilian Navy and will feature conventional diesel-electric propulsion and will not be equipped with air-independent propulsion (AIP) systems.
The 75m-long submarines will be designed for all types of missions, including anti-surface warfare, anti-submarine warfare, special operations and intelligence gathering.
With a displacement capacity of 2,000t, these submarines will be capable of accommodating a crew of 30 to 45.
The construction of the first S-BR is expected to be completed in late 2016 and is scheduled to enter service in mid-2018. The remaining three are due to be completed by 2022.
Brazil is also constructing five new submarines, including one atomic-powered vessel, to boost patrolling across the South American country's 8,500km coast.
The new submarines are expected to replace the navy's existing ageing fleet of five conventional vessels.
Construction on the nuclear submarine, named SNBR, is expected to commence in 2017 with its launch targeted for 2025.
