"The the aircraft budget, the Navy wants to spend $18.6 billion to purchase 148 aircraft, including 20 F-35Cs, which is four more compared to last year’s plan. But it also wants to buy 10 F-35Bs, 10-plane fewer than estimated last year."
Navy Unveils Record Budget, Pushing Above 300 Ships
The US Navy now says it'll reach 355 ships by 2034, while whacking F-35Bs and a carrier from its five-year plan. What's the strategy?

most modern countries don't have colonies any more even if they did Carriers aren't about that. They are a projection of National Solverenty and power to be integrated into a naval force.
But the carrier doesn't matter to her. The power does.

The woman behind the proposal is German, Annegret Kramp-Karrenbauer not French. It's about Berlin and Paris. Rome hasn't held the seat of Europe since the Reformation and shifts in political power from Holy Emperor of Europe King of Kings to political puppet to spiritual advisor. Madrid hasn't held the seat of Europe at all.
Berlin and Paris however are the central Nexus points of European money and political power. Without firing a shot The EU conquered and unified Europe for Germany and France.

The point isn't about operation of the carrier. Germany hasn't had a Carrier program since the Graf Zeppelin was taken by the Soviets.
    It is about centralized power.
The "Eurotank" Franco-German made. The Euro Next generation Fighter Franco German Made, the Euro Carrier Franco German made. The aim is to centralize European military power as Franco German. With Britan out of the EU those two states are the center of the EU.
The EU Parliament traveling road show may not meet in Berlin or Paris but it speaks in either a French or German accent.
The three projects are three of the most powerful military technologies and weapons a nation in the modern age can have short of Nuclear weapons. A 4th gen Tank the Army, a 6th gen Fighter the Airforce and a Carrier the Navy.

Italy and Spain have carriers. Germany doesn't have anything larger than a frigate.
Both those countries have islands far away from the main peninsula where they are situated. While France has overseas territories. All these countries occasionally do interventions in former colonies where they have political and cultural ties. Sometimes with significant population in them.

The Eurotank or the fighter is one thing. The carrier is another.

Again doesn’t matter. This was proposed by a German politician. It doesn’t matter if it’s practical for the German nation to gain a carrier. Because it’s not about the German nation it’s the European Union as a extension of German and French power.
The aim is to centralize power. Not French carrier not Italian or Spanish not even German but “EUROPEAN”
This is meant to string future projects through one or both of those states. This is the logic behind Eurotank, behind NGF and Eurocarrier. In this case perhaps even more “Euro” as a step to combine at some level there forces yet it would still be beholden to orders from Berlin and Paris. The End product really doesn’t matter it’s the symbolic nature of the project that lead it’s selection.

    LoL.
Something tells me that would go over very well in the other capital of the EU.
I would name such a ship Charlemagne after the Frankish King and Emperor who for a time unified most of western Europe. But I guarantee that wouldn't fly in modern European politics and the program would probably end up like his empire did at his death.
