Well Jura. Here is the Rub, There is nothing more they could have done.
Fly them out? They did that with every flyable bird.
Fix the grounded ones? Fantasy in the time available.
Load them on C17? Fantasy in the time they had. You would have needed to break them down into there constitute parts. It would have taken weeks.
Mount them on the top of a transport? Fantasy.
Drive them out? Leaving them in basically the same situation you are trying to shield them from as they would have been at the mercy of the human evacuation. Again leaving them exposed to the potential of the storm only protected by a tarp.
Load them on a ship? Is there a pier at Tyndall? Possible but unlikely but then you are trying to load them on the ship and get to sea before the storm ship wrecks you.
What's left Jura?? Because all of these are boiling down to fictional options.
Shelter in place and evacuate the most sensitive asset of the base ( it's personal) well flying out that you can.
That was there only realistic option.

if there was an active volcano right above Hickham AFB, Hawaii, with lava occasionally pouring down the neighborhood, would they put and keep Raptors there?

By that measure where would we put anything?
The south east Hurricanes, and Tornados. The north east blizzards, the mid West tornados and blizzards. The south west tornadoes sand storms and earth quakes. The north west blizzards and potential for volcano Hawaii volcano.
No matter where they go there is a risk. The Raptors were put around the US as part of continental air defense. Tyndall was the southern eastern point of that. Hurricane tracks fall as far north as me in Massachusetts down to Texas.

Your picture is a "static display" F-15 that blew off the pedestal Jura, note the round concrete pads, I did see at least three Mitsubishi Mu-2s, (they must be operated by SO-COM, I do have about 15 hours in the right seat of a Mitsi!), in a hangar where the roof had collapsed and we saw at least 1 F-22 in a hangar with the roof still on, but the front wall blown down...

If our boy Anzha is right, this will be very disappointing? he stated that there were possibly a dozen still there, and that several were destroyed?? I am praying that he is far out in left field, (Anzha what type of source, no names, but DOD employee or journalist?), so we shall see... this isn't China or even Russia, if there is damage, it will be reported likely with pictures... had we had a few more days, we could have possibly found a way to evacuate them,,,, but Michael developed from a tropical storm to a stage 4 in a matter of hours/days.

I do remember riding with my Mom in our beautiful black 1957 Ford Fairlane 500 down to the BIG hangar on Okinawa, my Dad was GONE! having evacuated the C-130s with the rest of the squadron. Anyway Momma drove that gorgeous car down to be stored in the BIG hangar, and we took a cab home prior to the arrival of a massive typhoon, she had a solid Cherry desk which we scooted in front of the big French sliding glass doors on base at NAHA, AFB!

So those are very strong hangars, and they had every reason to reasonably expect those birds would be fine buttoned up, but they didn't have any time to dewing and roll that stuff into a C-5, which in hindsight, they should have!

Anyway, I'm gonna make an attempt to contact the president! we need more F-22's!

Maybe Anzha will contact him and suggest we start building NGAD, maybe we will both get right through!

and my Brother Jura, I love you Buddy, but nobody, and I mean nobody is spinning this "KRAP" to be anything positive, but lots of folks are spinning this to be more than it is by posting pictures of demasted gate guards!

anyway all bad new's, but with the Trumpster, he takes a personal interest in these types of things,,, Mitt Romney promised to look at reopening the F-22 line if he became president?? the Trumpster could make that happen if he desires! but the GOP must hold the house!

No Shit??? if you can fly that damn thing, ( #N271MA was a squirrely little shit, the Mitsi I had15 hours in, and she rolled over and killed on of my best Bud's at Midway Airport, on 20 Nov, 1988), you can fly anything?? Tiny wing with BIG tip tanks, (better keep your fuel load symmetrical, the tips were the MAINS), narrow gear, high wing, spoilers, not ailerons for roll control, if you got it out of trim, you would chase it all over the place?? but once I figured out how to trim it up, (pitch, roll, and yaw), remember those tip tanks, it would suck one down to half, while the other one was still full? it was a beautiful airplane to fly on the gauges....

Anyway we flight planned 250 knts, the last time I flew it, I hand flew it at 19,000 ft with a 100 knt tailwind, it was DARK, and I was on the gauges the whole time, kinda scary, we had a bad outflow valve on the pressurization , and about every 10 minutes it would go "BOOM", and scare the krap out of you, come to think of it, that was a squirrely scary girl every day,,, but she was fast, and would haul a load, we had all the seats out, and had to crawl over the load to get to the cockpit!

But end of story not enough time, and if you are arguing about location... where would be safe? Major Hurricanes can strike any point in the eastern seaboard. This one decided to move up the gulf coast.
There was no possible way the Generals and Political Secretaries of the Pentagon could have predicted that Tyndall was the target.
Michael could have kept westward and hit New Orleans or the Texas coast. It could have hung a hard turn and cut across the Penincila as opposed to the Panhandle.
But like his William Shatner masked name sake chases Jamie Lee Curtis. This Micheal aimed for Tyndall and Panama city.
There was no way they had the warning, time and personal to break the Raptors or any bird for shipment out by C5M. Worse over what if the C5Ms had a problem? Could you imagine the Turduken situation? Loosing a Raptor in a Super Galaxy stranded on the tarmac?.
