It is a Mig 25, The 1982 Lebanon War records 2 shoot downs of the type 1 by a SAM the other by an Eagle.

I think it is a Foxbat too, but the shape is very blur, the smoke is coming from the engines, it is not a F-4 for sure, however both Syria and Russia claim the Syrians downed F-15s in 1981 and 1982.
If that aircraft is a Foxbat, it is the only physical evidence so far i have seen of a Foxbat downed by any nation, despite Russian sources accept a few MiG-25 have been shot downed
