Actually it's far from nonsense. You have to think actively about precisely what the PRC official is saying and why he chooses those words. You have to look to subtle clues to find the substance behind the standard party rhetoric.

Here's a hint: China shows the world what its military capabilities are.... but what is China's intention now that it wields these capabilities. The parade is intended to give the world both answers.
