LOL, we laugh and yes it does look cartoony but there are places this thing can go where many vehicles can't, tracked or wheeled. It's light, probably cheap and fast to produce and easily transportable. Couple of horses can easily pull it.
If you networked hundreds of these and spread out strategically it could be extremely effective against drones, low flying helos or be good for rough mountainous terrains.

This is interesting! QN-202 man-portable, infrared fire-and-forget missile with 2km range. It's like a miniaturized MANPAD. I wonder if it's for both aerial and ground targets.

It's profile is outrageously tall and it has a lot of redundant size. Maybe the cart is only for display purposes and the actual item is the turret + unmanned kit which you can install on anything?

What kind of military uses horses for non ceremonial purposes?

I'll bet both of my jewels that if a tracked/wheeled vehicle can't access a certain area, this definitely will not. The wheels are ridiculously massive and the paint job makes it more suited for a Mad Max sequel than a serious defense exhibition.

It's a marketing gimmick and likely not a vehicle that anyone in their sane minds would buy.
