By 10:00 a.m. on the same day, the dangerous situation of the levee was basically removed, but the officers and men still remained ready for any emergency rescue and disaster relief.

The pictures show that the officers and men are reinforcing the coastal levee.

Why don't you add the original Chinese comment so that other members can help you to translate correctly?

As I understand the Chinese style of writing, it should mean something like this:
