ABOARD THE USS GEORGE WASHINGTON -- A U.S. Navy aircraft carrier strike force's visit to Manila is the latest show of American military might partly aimed at countering China's grip in Asia. But it also provides hundreds of Filipino American sailors a chance to briefly soak in the warm embrace of a second home.

The article clearly points out that Thailand is a major non-NATO ally. That means the US and Thailand have an alliance in place, and a pretty strong one, and that is why Thailand is getting this equipment.
A couple of Perry Class Frigates, if they had the missile launchers still intact, would be good all around escorts for their carrier that hardly ever goes to sea. As ASW escorts, they are still going to be the best escorts Thaliand would have and very good as ASW work iof the embark a Sea Howk or other decent ASW helo.

No dispute in that...but the main offensive punch for this OPV is a two cannister US made Harpoon missile system.
The OH Perry vessels are much larger and more powerful, dpeending on how the Thai's have them configured.
At any rate, my only point was simple, there is a strong alliance between Thailand and the US. There is no such alliance with China. Perhaps some day there wil be...but not now.
You might want check out C-802, Thailand uses them, and they are in the same class as Harpoon . And yes Perry is a frig, and that ship is a Corvette, so they are not even in the same class therefore it is not smart to make comparison between the two.
My point is it does not have to be an allies to be on good terms with China, just because Thailand is a official ally of US, does not mean it will be enemy with China. Or that in the even of conflict Thailand will automatically go to US's side.
Therefore for nation like this, it is very smart, they don't choose side and gets patronage from everyone.
i think this would be a very interesting capability
