I think the more likely explanation is that they are making due with what they have, including upgrading 037's. I mean look at Ludas and Jianghus, those things are still in service and they wouldn't last a day in a modern shooting war. Far more effective is sending helos or shooting long-range and fast-acting rocket-boosted torpedoes to an enemy sub's location. The PLAN is starting to develop this capability more, and until these systems fully mature, they will continue using Type 037's. But that is a far cry from believing in the doctrine of sub-chasing with depth charges. I would say that they tolerate the Type 037's more than they believe in their effectiveness in modern ASW ops. Which is why I do not believe the Type 056 has an ASW mission. I think this class is mostly for green water patrol and escort duties, drug interdiction, anti-piracy, etc. like most other OPV's/corvettes, especially those without helicopters.

Well it looks there is a warship under construction there, I do hope its not the OPV model we have seen before. If it is I hope it is better equipped. A hangar at least, even the Indian Kamorta class has a hangar.
The Kamorta class is a 3,100 ton ASW Corvette with full-sized hanger, anti-torpedo decoys, and VLS SAM. In terms of cost and function, it exceeds the 056 simply because it's a much bigger, more expensive, and better armed ship.

Your point would simply be build more 054s then? Since the Kamorta class is nearly double the displacement of the 056, they are only equal in the name "corvette" which in itself is a pretty loose definition. Or if the 056 is designated OPV, then the two ships would not even be in the same "class".
I find myself in total agreement with sealordlawrence, though I would perhaps have started out on a more civil note. This is a ship type that will add nothing but additional hulls to the PLAN. Hopefully they will restrict themselves to four at Hong Kong and four at Ningde. At least they are better than the JIANGHU I’s they will reportedly replace in the latter locality.
I think the PLAN needs a seaworthy, small (read cheap) enough but flexible AA + ASh + AS platform that has high speed. If the Type 56's speed can keep pace with the Type 22's then I think it would be fulfilling the OPV role nicely. Still would like to see a CIWS in addition to the RAM though, even if just an AK630.
