I think she is not back yet. The trial runs for 15 days and when she return, she must go to a naval base since she has commission already.

What about further support from shipbuilding facilities? Isn't it better to place the ship near a dockyard for the evaluation phase? I think, her last place in Dalian was the best homeport for the next two years.
Liaoning is assigned to the North Sea Fleet, so that should answer your question. Still, by strategic sense NSF is still at a huge disadvantage, because the Yellow Sea is pretty much a duck pond with one narrow exit, one that can effectively blockaded by USN and/or JMSDF; Hainan is far superior in this regard.
But it'll be a long time before the SSF have carrier assigned to them.
