From the photo it seems to me that a lot of the people on deck are wearing hard hats and are workers rather than sailors. I think the ship is finished and they are going to do this sea trials to iron out the bugs on that ship. So that in a few months it could be handed over to the PLAN.
The lack of flight ops may have more to do with the J-15 rather than the ex-Varyag. There are only 6 prototypes and perhabs the SAC don't feel confident enough to let it land on a aircraft carrier just yet.

Now THAT is a GREAT pic. I notice that fuel truck still on deck. And from the looks of the personnel there, she appears to be still in builder's trials.
I am going to change my scale model of her too based on this pic. She has changed to location of and orientation of many of her antennae.
Notice only two on each side of the bow now, and none of the large 4 antennae just forward of the island. They are all along the port side there, aft of the end of the runway.

Anyone notice there's two modified containers with military camo behind the island? Were those there in previous sea trials?
So, this would be the 7th or 8th trial since launch? They are really getting her out there and incrementally making improvements and fixes as they go. Glad to see her going out so often. The more they take her out, the more used to her they will be and the better psoition they will be in to make the improvements.
It will be a happy day on these forums for our Sino members when that first J-15 does a touch and go, or landing and then take-off.
Ya' know everytime I see that fuel truck it makes me look for some installation of a fueling system. Which would be in evidence if I saw a fuel hose on a large reel somewhere on that ship. As of yet I've seen zero fueling stations. Did the Russian ever fuel aircraft like the USN?

I have to believe that there are fueling stations on the vessel. Would be crazy not to have them and to have to rely on trucks, IMHO.
I will do some research on the Kuznetsov, but for right now I have to believe that since they are not conducting air ops per sey, that for the limited helo landings that are occuring (ferrying people like VIPs or specialists out to the carrier) that they are content to use the truck for now and address the overall fueling system later as regards ship's systems.
I'm surprised by the discussion about her engine type. Smoke from diesel engines and gas turbines looks different from each other and from smoke from steam boilers. She quite clearly uses steam turbines.
