No. The official report of Changjiang Daily states clearly it is the new office building of the 701 Institute. It is not a test and training facility. It looks exactly like the modified deck of the Varyag, but not the original one. It shows the 701 Institute did the renovation design work of the Varyag theme park.
If one looks the photos carefully, he will find out both structures are not designed for any testing, training or operation purposes.

It is mostly to test the electromagnetic compatibility, and the plane is generic only to have the correct position of antennas and radar.

Can there by any more doubt that the Varyag is going to be used as a carrier and not a casino? And if they're going through this much effort, it seems to me that it will not be a mere "training" carrier either.

They have surely built the island structure to a high standard, for it to be just a part of a theme park. It's more probable that the whole arrangement does serve a more useful purpose, like that of what some previous posters have mentioned, especially the testing of radars and associated equipment, and even, to experiment with the island's structural design.

Anyhow, the theme park idea may not even be feasible if the location is out of the way of the average visitor. In addition, why build a theme park on top of a building?

The theme park was referred to another full carrier mockup (a USS Nimitz) at an education center, the one discussed here is not a full mockup makes even more sense that it will serve a purpose of training for certain operation(s).

It is not me but that state government newspaper said it is only an office building. The report also said it has been already used so for the first two levels of this buidling.

Having looked the photos, I believe so.

However, I don't think it is just for a theme park. The 701 Institute, shipyards and PLAN have definitely checked the Varyag throughout, got everything they want to know.
