I came first across it in the late 1990s/ early 2000s on a Chinese bulletin board but then lost track of it.
It was a translated document that seemed to have been in an unofficial capacity by someone either from the PLA or MFA, and translated from Chinese in to English.
Essentially it detailed Chinese preparations for a teach-a-lesson war against India in the 1988-90 period.
It contradicts conventional history because it makes it clear preparations continued even after Rajiv Gandhi's visit to Beijing in December 1988.
Essentially it argues the war never took place because of the unanticipated events of Tiananmen Square in June 1989, and the ensuing international diplomatic isolation.
Although I dont believe the document talked about it in detail, the reason that planning continued despite high level visits was that the Politburo and CMC blamed India for the continuing unrest in Tibet/Xizang in early 1989.

Do not know where you heard this information, China has always been a peace-loving country, generally will not take the initiative to provoke a military war, the Chinese prefer the non-use of military means to defeat the enemy, in China since ancient times strategic thinking, the use of military means to defeat the enemy is the most inferior method.
I find the media you are always wrong in their reports to you information on China, (Is that your so-called "free society"?)
