How can CHina catch up with the West when its hands are tied?

As you know the west purposedly withholding advance technology away from China. It doesn't want China to be able to compete with them at that.

It's using the dual use control/arms control as excuse to restrict China's access to the latest technology.

recently Taiwan wants to relax its rule and bring about 12 inch semiconductor tech to China but it's limited to 0.18um or above anything below is not allowed, which is under the export control by the west. This has nothing to do with dual use for military , it's solely used to keep China 's tech backward. Currently all 8 inches tech are allowed in China. Heck, if there are used for military what can 12 inch do the 8 inch cannot? No, this rule is strictly to restrict China's commercial competitveness.

So, under this type restriction, how can China break through and catch up with the west?

I think CHina cannot follow the current trend of tech used predominantly by the west otherwise, it will never catch up because the west will only give China obsolete tech to play with. So, instead Maybe shift into new and different tech not used by the west therefore bypass their restriction.

If CHina can develope some new tech and achieve economy of scale in China then the west will have to adopt CHina's tech and then CHina would be leader in the new tech.

The 12 inch semi conducting wafer can yield more computer chips faster than 8 inch meaning that it will make the chips cheaper to build making high tech weapons cheaper to a use in large numbers.

Absolute BS. The Quantity needed for military is not that big. 8-inch can more than supply of al its need and still have quantity left over.

Tell me which weapon system in the US really need the 12 inch tech??
military tech is always behind latest commercial tech.

The chips are not 12 inches its the wafers that the chips are printed on are 12 inches in diameter, and there are many chips on the wafers.

Having a wafer that is bigger allows you to make more chips cheaply thus allowing whatever you are using them for to be made less expensive.

If a military industrial complex can make chips in batches of fifty instead of twenty five the per unit cost goes down.
That can be the difference between giving each military unit a chance to perform serious live fire training with something like a javelin missile instead of only being able to fire a few weapons before being sent into combat.

For military application, reliability is put above all else. This means if something was designed to be manufactured using 8-inch wafers, it will most likely stick with 8-inch, because there are risks associated with retooling. Beside, even if it is possible to produce an insane amount of chips, that doesn't translate to an insane amount of missiles being built. Missiles aren't toys, and it takes a long time to put them together.

If the west is serious about arms control, it should ban all semiconductor technologies to China, regardless of the technological level of the semiconductor industry within China. Selling technologies cable of handling 8-inch wafers to China while China is producing equally advanced version locally is an attempt at killing off China's semiconductor industry through competition.

This is like what is being done in the CNC market. Everytime China makes a little progress on CNC technologies, the west's restrictions are eased a bit, and foreign producers take away a big chunk of market share from the domestic manufacturers.

I guess you are showing us some aspects of Chinas progress in technology,while its progressive is impressive, the presentation also illustrates the big gap between the West and China.

...and why should "the West" or anyone else give away their competitive edge to create more competition for themselves?

When Japan export manufacturing to another country, they always withhold certain critical technologies to make sure that the domestic industry can be maintained. That's just sensible business practice.
