Bid to ban eating cats and dogs goes down the wrong way in China
The fur flies online as a proposed Chinese anti-animal abuse law declares cats and dogs off the menu
By Xing Zhao 1 February, 2010
If you still think China is the land of everything edible, a newly proposed animal protection law is trying to officially put an end to eating dog and cat meat. However, Chinese people have been having difficulties accepting a law that protects animals, therefore the new law has been more palatably named the “Anti-Animal Abuse Law” instead.
Professor Chang Jiwen from the Animal Protection Law Project tells Chongqing Everything News that the organization spent four months gathering people's responses to the new law and that most of the 300 emails and 400 phone calls echoed one concept: "Chinese cannot accept the concept of 'animal protection law' and 'animal welfare.' People's welfare must be insured before animals'," reports Professor Chang Jiwen.
Why isn't there a law to protect vegetables also? Rice eaters should be fined RMB 5,000 and go to jail for 15 days.
— La Rou Wei Gou, netizen
The new “Anti-Animal Abuse Law,” would forbid any form of animal abuse, including killing them and eating their meat. The law also specifically says that it is illegal to buy, sell or eat dog and cat meat. Individuals who break this law will be fined RMB 5,000 and face up to 15 days in jail while danweis and organizations will be fined between RMB 10,000 and RMB 500,000.
The debate
“Forbidding people from eating dogs and cats will not affect much of their lives, because there is plenty of other meat to be consumed,” says Professor Chang. “Besides,” he adds, “it's only a minority of people who eat dogs and cats.” However, many of the voices in Chinese cyberspace appear to be not only against the “Anti-Animal Abuse Law,” but also slightly angry at the concept behind it in general.
A netizen from Tianjin says, “Let the lawmakers go eat bullets. Are we Chinese people even lower than dogs and cats?”
La Rou Wei Gou from Xu Zhou adds, “Why isn't there a law to protect vegetables also? Rice eaters should be fined RMB 5,000 and go to jail for 15 days.”
An Internet user from Guangzhou comments on 163.com, “In this case chicken, duck, pork and beef should all be banned too, we should all go vegetarian.”
Another netizen from Guangxi questions, “In a society where people eat people, isn't it funny to talk about whether dogs and cats can be eaten?”
Professor Chang says the title “Anti-Animal Abuse Law” is temporary and will be changed to a more appropriate title when people can digest the concept of “animal protection” a bit better. With reactions like these online though, seems like the renaming is still a bit off.

am what I am.... 'Dat's all what I am"
it's people eat people everywhere alright, China has a long way to go
some of the netizen comments sound excessive, much like opposite side e.g the PETA people
i'm all for such a law, i like our furry friends![]()
Maybe I'm biased but I do think dogs/cats are more intelligent compared to the usual herd/farm animals and they tend to have a greater capacity of expressing their feelings (or at leasy we emphasise with them more).
In some parts of Africa they are still hunting primates for food and it tends to repulse most people for similar reasons.
How would you like it if said the west got a long way to go? That they and their PETA buddies needs to stop making love to animals and false promotion of "animal rights". Hey I rather eat the animals instead of mating with it.

Perhaps, but animals don't write poetry or used their digits on their hands to create various tools and make fire like we do. Animals don't use and flush toilets like we do. They also don't convey creativity like many geniuses from Confucius to Da Vinci in thoughts for other humans to be inspired to make better machines and uplifting our spirits.
Cruelty to animals should be punishable by law. However, I hate people telling me what not to eat!![]()
How the heck did Chinese government passed a law to ban eating dogs and cats? Those filthy riches and corrupted officials can dine on
wild and endangered animals everyday, but normal people cannot even enjoy certain meats even if they were from farm raised animals?
What's next!? They are going to ban porks because pigs are smarter than cats/dogs and it makes China look bad in-front of Muslims?(Am I glad Muslims are not leading the world right now.)
Save the animals for dinner.
People eat tasty animals.
I am going to get some fire chicken and bacon, take that stupid animal lovers.

The problem with animal rights activists is they're a bunch of hypocrites. A pig has the same intelligence as a dog yet one is okay to eat but the other is not. Yes animal rights activists are against all animals being eaten for food but because they know if they called for all animals not to be eaten, they would not get support from the general public. So what do they do instead is exploit people's prejudices and target cultural eating practices to get people on board which makes them racists. Not surprising when they say it's okay to kill and eat an animal because it comes down to it's just ugly. It's like Steve Irwin's father vilifying the Chinese to turn the public against the the sale of kangaroo meat to China. The Chinese don't eat kangaroo meat yet the already long existing kangaroo meat industry of Australia looking to make more money was trying to get the Chinese to have a taste of kangaroo. And Steve Irwin's father chose to blame the Chinese even though Austrailians already have a taste for it. Some Asian countries are ridiculed for eating rats. Yet ironically there are parts of the US that eat squirrels which is a rodent just like a rat. Here's the hypocritical twist. Now all of the sudden it's wrong to eat an ugly looking rat yet there's no problem eating a cute squirrel. If all animals were all equal to humans like "animals lovers" believe, then there would be no criminal distinction. Yet they do have it on what animals are not suitable for eating and who gets to eat it.
And let's not believe horrid conditions for animals for food is something foreign. Animals rights activists have those videos too but they're not used for the same reason of fear of losing general public support. There's a major slaughterhouse in Washington state that carves up cows for packaging meat while they're still alive. Not any different from what has been accused of China.
That's the problem when you have ultra liberal groups with no Ph.D's on any branches of science dictates the world from their feelings and immature POV. The leaders are always some rich kid who couldn't finish their second year of community college therefore drop outs and decided to take up something to do to make their lives more meaningful.
hey cats use and flush toilets
i agree that animals are there for us to consume and exploit, by furry friends i mean cats and dogs, don't they have a special place in human culture more than other animals, and the whole idea was wrong by saying if we can't eat them means animals are above or the same level with us
speaking of ways to go, the West have been so rich for so long that it became retarded on things like this, like telling people to go vegan to save the world
but China has only tasted the fruits of prosperity for a while, people are still poor and animal cruelty is still rampant because people need to make living (not just cooking cats and dogs) and thus become part of the general culture,
saying no to cats and dogs is an improvement for a start
i don't have a problem with people eating live monkey, slice the skull open and spoon the brain right off it, or skinning a snake alive like opening socks and throw it at boiling oil, etc etc
because they are 'just' animals
some people love and care for their pets (e.g putting effort to keep one like grooming, feeding, walking etc), that is the difference
but phagehunter was right saying noone should tell you what to eat
I agreed to an extent, but the problem is WHO GETS to say which animal "have a special place in the human culture" and why should they be given this special administrative cultural power? Is it because it's modern and hip to do it? By this logic alone, that means only the cutest the animals gets to immunity from human consumption.
China's been rich and prosper for most of man kind 6,000 year history (like 90%), so China's been there done that (yes even democratic practice). There's nothing China has not seen from the west that are special and new. There's always will be rich and poor people. So if poor folks want to eat cats and dogs for protein, so be it (in ANY country). If rich and middle class folks wants to eat out of delicacy fancy, so be it, I have no object to it as long as they're not endangered. Heck IF (not that it will for a long time) Panda's aren't endanger and there are plenty of them in numbers to be sustainable, I will not hesitate to try it eating it.
But is there much evidence to suggest that people are eating dog and cat meat because they are poor? I would have thought if anything that dog and cat meat would be more expensive than say pork, and that people are into it for the novelty/craving/special dish factor.
If poor people have to hunt down dogs to feed themselves, then that's another thing.

Really!? Hunting Panda can get you a dealth penalty in China. There are about 3000 of them left, which is about the same as the number of pupils in my primary school back in Taiwan.
