Yes, I am a Chinese, I know what is going on about that picture. Unfortunately all the foregoing explanation are wrong.

OK. Let me tell you the truth (by the way, although I have been learning English for almost ten years, I still can not avoid all the syntax errors, so please excuse me for some grammatical mistakes)

The “officials in a county” mentioned in the picture is the government of Gong An county which is a small county in Hu Bei province. On May 4th , the government announced an official order to all of its branch departments and subordinate agencies. In the order, all the departments and agencies were told to smoke 460,000 packs cigarettes ( surprising ?) manufactured locally every year. So this is the point. Only the local-manufactured cigarettes can be consumed by local officials according to the order. In the opinions of most of the Chinese, the order announced by Gong An government is aimed to beat the tobacco industry of Hu Nan province which is an adjacent province to Hu Bei and to protect its own tobacco industry. Because the cigarettes from Hu Nan are better and cheaper. In 2008, nearly 6.25% of Gong An county’s total income was from local tobacco industry. So the government thinks if everyone smokes the cigarettes from Hu Nan, they would not get money.

cmb, I really don't mean to criticize your English, but you better punctuate correctly, or it really confused. As I tried to understand you, your sentence should be: Who are they going to fine ? the government bureaucrats running the provinces, or the smokers?

A joke in Chinese for punctuation:
A mark says: 此路不通行不得在此小便
and somebody changed it like this: 此路不通, 行不得, 在此小便
This reminds me another Chinese joke:
One day, while I was walking along the street, suddenly I saw a Chinese slogan “坦白从宽是犯罪”. I was shocked, but after I turned on the corner, I saw the rest of the slogan “分子的唯一出路”

according to the media they decided to back down from the order
BBC NEWS | World | Asia-Pacific | China cigarette order up in smoke

even if it's for the sake of economy, the government shouldn't be making people smoke, locally produced or not. instead they should be setting good examples for a smoke free environment.

Agreed.^^.But I have to say in all of Asia no matter where you travel people smoke like chimneys.

This guy is very very bad. His name is Weidong Hu (figure 2), and he deceived young grils by telling them he could make them be famous actress, but actually tricked them into prostitution (grils in figure 3 are two of the victims). His assisant Qiaoyi Sun (first on the right in figure 1) forced them to take video tapes when they "work", and threatened if grils called the police, they would spread the tapes on internet.
