Well those are clearly mock-ups of F-16s...enemy aircraft, so they are propaply targets of chinese ground attack aircrafts...

The dummy aircrafts/military vehicles are no dummy idea to use in modern warfare...Yugoslavian crises was a great example of how well wood-and-steel mockups can trick the most sophisticated smart weapon systems. They are not cruisal elements of victory, but still valuable help in area-defence doctrine along whit extensive camoflaging....

Maybe it's a mock ROCAF Air base? Though in Taiwan they tend to disperse the aircraft or put them in shelters.

Indead they are f-16 dumies, and as you said they are still in used..
Can such construction site be kept hidden from spy sattelites or UAV's or some thing else ...How can such things trick anemy bombers which have complete way points already being tranferred to them via data linking may be through an early warning system....As every one these days have anough intelligence that where are the small and large airbases located of any nations so how can they still be effective...
Can such things also be usefull agianst a cruise missile attacke like tomahawk...

Why wouldn't they? You see these kind of decoys are easy to build and could be stored in the airbase own hangars and stores...then they are taxied to the open just like real planes...As good as modern surveilance equipment are, in big country like china there can never bee 27/7 100% cover.

Can there be dummy missiles too? If you have a whole bunch of dummy missiles with just a cheap rocket motor and no expensive guidance systems or warheads, and you throw them at an enemy fleet by the hundreds and hide a few real missiles in your flock of fake missiles, maybe that might overpower a good air defence system like AEGIS?

guys, the plaaf is probably training pilots to bomb taiwanese f-16s that are hidden in mountai areas. they are not decoys!!! they are made of wood, so thay would have an rcs so small, a bomber pilot would know rhay are dummies.
