How Will the Cut affect the Military

i know that recenly wen jia bio announce that all goverment agency will cut budget in 5% to help those affect by the 7.9 magnitude earthqueake i was wondering anyone know if this willaffect the military in term of reasearch and bying weopons?

Tax revenues (and hence budgets for departments) are growing even faster than GDP, so 5% just means they grow slower.
