I thought it was part of the contract for all 8 kilos to be delivered by the end of this year.

Dec. 22, 2005 Russia Builds Chinese Navy
Arm Export
Today, in Severodvinsk there will be a ceremony of delivery to China’s Naval Forces a submarine of project 636. Before the end of this year, China will receive another submarine and destroyer of project 956EM. The naval contracts for China amounted to almost half of Russian arms export this year.

Russia builds up the Chinese Navy
Wednesday, 28 December 2005
The ceremony to convey a submarine (project 636) to the Chinese Navy Force was held in Severodvinsk on 22 December. China will receive one more such submarine and a large surface destroyer ship (project 956EM) before the year is over. The naval supply share to China has made up practically half of the Russian weapon export total this year.
....
if I add these 2 submarines and subtract the 1 of Dez. 2004, we will have at least 7 Kilo subs in 2005;
the same result I'll have If I add only the first delivering of Dec. 2005, and the the last one delivery was postponed to mid-2006

does china get any compensation money for the delays(since the russians did fail to deliver the ships on time)?

theoretically speaking, China can easily get some compensation for the Russians failing to live up to the contract. However, it's hard to say if that happens. Honestly, I'm not liking the entire situation. First, one of the 956EMs got in a fire accident. It seems like that a lot of the delivered Kilos and 956EMs did not go through enough sea trial. Since the Russians had to deliver them to China by the end of this year, they just rushed it through.
