China did not build much of the hardware on that supercomputer, they were imported. I think he was referring to the software that governs the thousands of processors. Most Western analysts were not surprised by that fact that China had built a supercomputer using so many imported chips, rather they were surprised that China had developed the "secret sauce" i.e. the software to govern them.
China is certainly capable of developing top of the line software, maybe not as good as the west, but close. This argument is irrelevant.

Russian microprocessor technology is widely used by the main microprocessor companies since Elbrus International sells them technology and and in fact Elbrus international is mentioned in the top 500 list

It's the usual bashing, we are better than you because we are much more clever. The claim is that Chinese don't have as good software as the US. Now a very big club is used to convince people of the opposite. Who can run a supercomputer can also develop ber-super-software.

If china can serial produce AESA with 100 scan and 20 track Why is so difficult to program little AESA with only 10 scan and at most 4 or 5 track.
